UK Regulator Targets Economic Influence of Apple, Google in App Markets

The UK’s Competition and Markets Authority (CMA) is pushing forward with measures to diminish the stronghold that Apple and Google have over mobile app platforms. In a bid to break what it terms an “effective duopoly,” the regulator has proposed allowing app developers to guide users toward alternative payment methods outside the conventional app store systems. This move comes as a response to current limitations that the CMA believes hinder competition by blocking developers from offering alternative or more affordable purchasing options to consumers.

Currently, both Apple and Google impose commissions as high as 30% on certain in-app transactions. By enabling what is known as “steering,” developers would gain more autonomy, potentially fostering increased competition within the mobile app market. This sector is predominantly controlled by Apple’s iOS and Google’s Android, which are the primary platforms for the majority of smartphone users in the UK.

Some businesses, such as Spotify, have already started bypassing app store payment systems to avoid high commission fees, instead directing customers to make purchases on their websites. The CMA suggests that eliminating these restrictions could expand choices for both businesses and consumers, ultimately enhancing the competitive landscape.

In addition to payment flexibility, the CMA is evaluating whether Apple should open up its near-field communication (NFC) technology more broadly. Such a change could empower developers to create alternative contactless payment solutions for iPhone users. Apple, however, has raised concerns that these proposed adjustments might compromise user protections, including key security features, privacy controls, and defenses against fraud. In contrast, Google has noted that it has already implemented some modifications to permit developers to direct users to external payment options.

This regulatory initiative follows the CMA’s decision to designate Apple and Google as entities with strategic market status. This classification grants the regulator enhanced authority to enforce specific regulations on their business operations, aiming to ensure a more competitive and fair marketplace for app developers and consumers alike.
